Board of Directors Meeting Minutes

Minutes of May 2, 2009

A meeting of the board of directors of the Atascadero / Green Valley Watershed Council was held on May 2, 2009, at 345 Montgomery Drive in Sebastopol, beginning at 10:10AM. Directors Jean Redus, John Roberts, Zeno Swijtink and Bob Burke were present. Member Stephen Fuller-Rowell was present for part of the meeting.

Financial Report. John reported that the Council's account balance is $528.09. The board authorized the following payments: $120 to Pacific On-Line for web hosting for the upcoming year; $38 for Post Office box rental for the upcoming year; and $45 to reimburse Zeno for having purchased a copy of "Another New Year's Eve Freshet," a combined journal account and technical analysis by Joe Honton, which has been donated to the Sebastopol Library.

Projects for 2009. Attached to these minutes is a list of the principal projects the Council is currently involved in. The directors discussed the status of such project and identified next steps.

Farm Tours. In an effort to expand contacts between the Council and the agriculture community within the watershed, the board intends to organize a series of farm tours, depending on demand. Bob reported that Paul and Elizabeth Kaiser, the owners of Singing Frogs Farm (http://www.singingfrogsfarm.com/Site/Home.html ), have offered to lead a tour of their farm at 10AM on Saturday, June 6, for the Council. Bob has been working with Community Alliance with Family Farmers in organizing the tour, and will publicize it, on a first-come, first-served basis, to supporters of the Council and CAFF. To avoid conflict with the farm tour, the board will hold its June meeting on Saturday, May 30, at 1PM.

Logo for Council and New URL. Zeno agreed to create business cards and letterhead utilizing the new logo created by local artist Molly Eckler, consisting of the acronym AGVWC and a water drop with ripples. Zeno, as the Council's web master, will also take the necessary steps to make the URL www.agvwc.org the primary URL for the Council, keeping the existing URL (www.atascaderogreenvalleywatershed.net) in place.

Board Elections. The directors discussed potential candidates to add to the slate of directors for the upcoming election.

Conflict of Interest at NCRWQCB. John referred to the letter recently written to the Governor by the Sonoma County Water Coalition concerning the apparent conflict of interest arising out the fact that the individual who is the executive director of United Winegrowers of Sonoma County, a trade association of grape growers who hold NPDES permits, also serves on the board of the North Coast Regional Water Quality Control Board, notwithstanding the fact that the California Water Code provides that "no person shall be a member of the state board or a regional board if he receives or has received during the previous two years a significant portion of his income directly or indirectly from any person subject to waste discharge requirements." The board had not been able to consider the letter in detail before it had been sent by the Water Coalition, so the Council abstained on the matter at the Water Coalition. After discussion, the board concluded that it is in agreement with the position taken in the letter, and will send its own letter to the Governor. Bob was asked to draft a letter for Jean's signature.

Russian River Watershed Council. Zeno reported on the status of the Russian River Watershed Council and current efforts to revitalize it.
