Board of Directors Meeting Minutes

Minutes of July 7, 2007

A meeting of the board of directors of the Atascadero Creek Green Valley Creek Watershed Council was held at 375 Montgomery in Sebastopol on July 7, 2007. Directors Stephen Fuller-Rowell, Jean Redus, John Roberts, and Bob Burke were present. Richard Miller was also present. Jean called the meeting to order at 10:15.

Minutes. The minutes of the June board meeting were approved.

Treasurer's Report. John reported on financial matters, including the receipt of dues from members. The directors identified various people they would remind of the importance of renewing membership.

Calendar for Upcoming Year. The directors considered the calendar for the upcoming year. A picnic/pizza party will be held at Stephen's home on Saturday, August 18, in lieu of the normal directors' meeting for that month. Details will be circulated soon. The directors discussed, but did not finalize, details of possible outings for the upcoming months.

Communications with Residents of the Watershed. Jean reported on the progress in producing a newsletter to be mailed to property owners in the watershed. Printing and postage costs will run approximately $1.00 per copy mailed. Given the cost, the directors agreed that we should try to hand-deliver as many copies as possible, and we should begin with a partial mailing, to only a subset of property owners.

            Appointment of Officers. After discussion, the following officers were appointed by the board, to serve until the July 2008 annual meeting of members, or until their successors are appointed:

Name Change. Jean said that the formal name of the Council, Atascadero Creek Green Valley Creek Watershed Council, is too wordy. After discussion, the board decided to amend the bylaws to change the name of the Council to "Atascadero/Green Valley Watershed Council."

Guerneville Plant Reuse Project Proposal. Stephen summarized the recent revisions to a draft letter addressing the Russian River County Sanitation District Irrigation Reliability and Beneficial Reuse Project draft environmental impact report. The board endorsed the letter as revised.

AB 938. Jean reported on a letter drafted by the Natural Resources Defense Council objecting to the pending Assembly bill 938 relating to preparation of municipal water management plans. Jean agreed to contact the NRDC contact person for further information.

Incidental Runoff Proposal. Stephen reported on the proposal by the City of Santa Rosa to obtain further exemptions from the prohibitions on runoff of water from City projects, and the draft letter proposed to be sent by the Sonoma County Water Coalition. [Stephen, is that accurate?] The Water Coalition will consider the draft letter at its upcoming meeting, and the board decided to send a similar letter.

Condition of Creek. Richard Miller reported on the condition of Green Valley Creek. The Creek is still flowing at its mouth, at the confluence with the Russian River, but Richard expects the Creek to be dry there within the next month. In general, the lowering of water levels in the Creek, at several points, appears to be approximately one month ahead of the normal year's schedule.

General Plan Update. Stephen reported on the activities of the Water Coalition in addressing the status of the updating of the County's General Plan. No action was taken by the board.

Forest Group Workshops. Stephen reported that the Sonoma County Forest Conservation Working Group (at which Stephen represents the Council) will be holding two workshops this fall to educate the public, and owners of small parcels of forest property, on a variety of matters relating to privately owned forest lands. The first workshop will be held in the Mark West Watershed on September 29, and the second will be held in the Occidental area on October 13. The Working Group has asked the Council to serve as a sponsor of the workshops. After discussion, the board agreed to have the Council be a sponsor of the workshops.
