Board of Directors Meeting Minutes

Minutes of May 5, 2007

A meeting of the board of directors of the Atascadero Creek Green Valley Creek Watershed Council was held at 375 Montgomery in Sebastopol on May 5, 2007. Directors Stephen Fuller-Rowell, Jean Redus, John Roberts, and Bob Burke were present. Also present were Richard Miller, Abby Myers, Jerry Green, Sarah Schaffer and Bob Rawson. Jean called the meeting to order at 10:10.

Minutes. The minutes of the April board meeting were approved.

Graton Community Services District ("CSD"). Abby Myers reported on recent activities of the Graton CSD concerning a Groundwater Management Plan. In connection with this plan, the CSD is seeking community members and organizations to serve on two committees: the Technical Advisory Committee and the Stakeholders Committee. She walked the directors through the four-page summary of the April 24 meeting of the TAC. After extensive discussion, Stephen summarized the applicability of AB3030 to the Groundwater Management Plan, and proposed that the Council be a member of the Stakeholders Committee. It was also proposed that a walking tour through the reclamation area of the CSD be offered to members of the Council, in June or July.

Communications with Residents of the Watershed. Jean and John met again recently as a committee of the board to address the matter of communications with persons interested in the watershed. The committee believes that distribution of a newsletter is the best way of communicating meaningfully with residents of the watershed. To offset the costs of this mailing, Jean submitted an application on May 1st to the Graton CSD for Supplemental Environmental Project (SEP) funds through a North Coast Regional Water Quality Control Board ACL. Bob Rawson reported that he had forwarded this application, along with six others, to the RWQCB. Jerry Green reported on his efforts to establish a vernal pond on his property in the watershed, and offer to be interviewed as a subject for the newsletter. He also offered to make his property available for a walking tour. Jean asked for suggestions for a logo, and various people suggested the following names of people who might be able to assist with the newsletter: Marilyn Joyce, Larry Hanson, Tom Crukshank and Claire Etienne. Bob Rawson recommended that any newsletter include a survey, so that readers would have the opportunity to have their opinions heard.

Annual Election of Directors. Bob was asked to re-circulate to the members of the Council's two list serves his message of April soliciting nominations of candidates for director of the Council, using his email address as the reply address

Sonoma County Water Coalition Matters. Stephen reported on several subjects relating to the SCWC, including an update on the pending litigation involving the Water Agency. Stephen had previously circulated a draft letter from the SCWC relating to the North Sonoma County Agriculture Reuse Project (NSCARP). After discussion, the board authorized Stephen, as the Council's representative, to vote in favor of the Coalition sending such a letter, when finalized. Stephen also reported on the appointment by the Governor of Samuel Wakim as a member of the North Coast Regional Water Quality Control Board, which appointment requires approval by the Legislature. After discussion, the board decided that it would support a letter from the Coalition opposing confirmation of Mr. Wakim. Finally, Stephen reported on the proposal by the City of Santa Rosa for an amendment to the Russian River Basin Plan to exclude from the permitting process incidental discharges from agriculture irrigation.
