Board of Directors Meeting Minutes

Minutes of September 2, 2006

A meeting of the board of directors of the Atascadero Creek Green Valley Creek Watershed Council was held at 375 Montgomery in Sebastopol on September 2, 2006.  Directors Jean Redus, John Roberts, Stephen Fuller-Rowell, Dave Erickson and Bob Burke were present. Barbara Chasteen participated in part of the meeting.   Jean called the meeting to order at 10:00.

Minutes.  The draft minutes of the August meeting were discussed, revised and approved.

Financial Matters.  John said that he had not reached his counterpart at Forests Unlimited to discuss financial matters, but said that he hoped to do so this week..

NCRWQCB Meeting.  John reported on the recent meeting of the North Coast Regional Water Quality Control Board, dealing with in-stream flow monitoring.  Information about the subject can be found at http://www.waterrights.ca.gov/HTML/instreamflownccs.html   [John, this doesn’t seem to be right.  Can you correct it?  I was able to get as far as   http://www.waterrights.ca.gov/  but their web site is shut down this weekend.  Bob] 

Newsletter.  Jean will draft for the Council newsletter a report on the plans of the proprietors of Sonoma Wine Company to increase production at their winery in Graton, while reducing both energy consumption and waste production.  Dave spoke about recent state and local developments in carbon reduction efforts.  It was agreed that this subject should be on the agenda for the next board meeting.

General Plan Update.  Stephen reported on recent meetings relating to the water resources element of the County General Plan Update.  The directors also discussed the apparent divide between the agriculture community and the environmental community evidenced in the recent discussions concerning the draft provisions in the General Plan Update relating to setbacks from year-round and seasonal creeks.  Stephen suggested that Supervisor Mike Reilly be invited to a future board meeting to hear the board’s views on the issue.  John, Stephen and Dave agreed to coordinate such an invitation, and to prepare a presentation to be given at such a meeting.  Bob was asked to investigate and report back to the board on what the County setback requirements are under current law.

Blucher Creek Watershed Council.   Jean reported on her conversations with Jeanne Baumgartner of the Blucher Creek Watershed Council about holding joint meetings.  Barbara Chasteen described the origins of BCWC, and explained that group’s history of inviting outside speakers.  It was unanimously agreed to pursue such joint meetings, and Jean and Bob agreed to head up that effort.  Other local watershed councils will be invited to participate in joint sessions.

Coho Recovery Program.  Bob reported on his attendance at the recent Coho Confab sponsored by the Trees Foundation and the Salmonid Recovery Federation.  Bob said that David Wilson of the U.C.Davis Extension Service, who has been working on the Coho Recovery Program in the Russian River Watershed, would be available to speak to members of the Council.  It was agreed that such a presentation would be appropriate for a joint session with BCWC.

English Hill.  Jean reported on Zeno’s recent message to board members about the interest of a group of local residents, headed up by Elizabeth Kingwell, to see Scenic Landscape Unit designation for English Hill.  Jean agreed to invite Elizabeth to the next meeting of the board to explain the matter.

Technology Matters.  Dave agreed to re-register the Council’s domain name with Pacific On-Line this week, in order to be able to provide Stephen with login and password information, so that Stephen can assume the position of Web Master Pro Tem. 

Upcoming Events.  Jean will speak with Kimberly Burr and Larry Hanson this week to see if a creek walk can be held on the Martinelli ranch this month.  There will be a creek cleanup on October 21, either in Graton or where Atascadero Creek and Green Valley Creek cross primary roads.  Dave and Stephen will speak with some owners of property along Jonive Creek to see if a creek cleanup can be organized there this fall.

Goals and Visions.   Jean has spoken with Joseph McIntyre about holding another session with the board to further discuss goals and visions for the Council, and “grounding the vision.”  Jean will poll the directors by email to find a date for such a session.

Water Forum.  Directors were encouraged to order in advanced T-shirts commissioned for the Water Forum to be held in October.
